Copper France was raised in Rawlins, Wyoming, and is a fourth-generation banker in Rawlins. Copper attended the University of Wyoming where he received his bachelor’s degree in Architectural Engineering with an emphasis in Structural Design in 1997. After graduation, Copper worked for a structural engineering consulting firm in Denver, Colorado, for three years. In October 2000, Copper and his wife, Tara, moved back to Rawlins, and Copper began his career in banking. Copper is a 2008 graduate of the Graduate School of Bank Investments and Financial Management at the University of South Carolina and is a 2004 graduate of GSBC.

Copper is a past board member of the Wyoming Bankers Association (WBA), and past chairman of the Commercial Credit Conference Committee for the WBA. In 2009, Copper was asked to serve on the Alumni Advisory Board for GSBC, a position held until 2015. On October 1, 2011, Copper was promoted to president of Bank of Commerce following the retirement of Sherrod France. In March 2013, Copper was invited to sit on the Community Depository Institutions Advisory Council to the Federal Reserve Bank of Kansas City (2013-2015). In August of 2015, Copper was appointed by Wyoming Governor Matt Mead to sit on the Wyoming State Banking Board. In 2018, Governor Mead reappointed Copper to the State Banking Board for another three year term. In April 2018 Copper was elected to the board of directors for Bankers’ Bank of the West in Denver, Colorado and continues to serve on that board today. Copper serves as a CEO Mentor for the GSBC’s Executive Development Institute for Community Bankers, mentoring four up-and-coming bankers.
